Rwanda Participates in Fifth Periodic Review Before UN Human Rights Committee

Rwanda is participating in its fifth periodic review before the United Nations Human Rights Committee (CCPR), taking place on 21–22 October 2026 at the United Nations Office in Geneva.

The Rwandan delegation is led by the Minister of Justice and Attorney General, Hon. Emmanuel Ugirashebuja, with the participation of Dr. Doris Uwicyeza Picard, Chief Executive Officer of the Rwanda Governance Board (RGB); and Amb. Urujeni Bakuramutsa, Permanent Representative of Rwanda to the United Nations in Geneva.

The review forms part of the regular reporting process for countries that have joined the Covenant. It provides an opportunity for Rwanda to engage in constructive dialogue with the Committee's 18 independent experts on its implementation of the International Covenant on Civil and Political Rights (ICCPR).

Rwanda's previous review took place in March 2016. Following the current dialogue, the Committee will adopt its concluding observations and recommendations.
