Rwanda Participates in UPR Pre-Session Ahead of its 4th Review
Rwanda participated in the UPR Pre-Session organised by UPR Info in Geneva in preparation for its 4th Universal Periodic Review, scheduled for 21 January 2026. As the national coordinator of the UPR process, the Ministry of Justice is leading the preparation of the report and the follow-up on recommendations from previous cycles.
Delivering Rwanda’s remarks, Ambassador Urujeni Bakuramutsa emphasised continued progress since the last review, including reforms across civil, political, economic, and social rights, alongside strengthened legal and institutional frameworks.
She highlighted ongoing revisions to the Media Law, Access to Information Law, and national media policy, efforts to enhance oversight through the upgraded National Commission for Human Rights, and justice-sector reforms such as improved safeguards in detention, expanded mediation, and enhanced training for law-enforcement and judicial officers.
The Pre-Session provided an opportunity for Permanent Missions, civil society organisations, and national human rights institutions to exchange views ahead of the formal review.
