Déclaration du Rwanda en droit de réponse concernant la situation dans la région des Grands Lacs – 61ᵉ session du Conseil des droits de l’homme

M. le Vice- President, 

Le Rwanda prend la parole pour rappeler des faits établis concernant la situation dans la région des Grands Lacs et la responsabilité première du gouvernement de la République démocratique du Congo dans la crise sécuritaire qui prévaut sur son territoire.

Dans l’est de la RDC, la crise sécuritaire dure depuis plus de trois décennies. Aujourd’hui encore, plus de 160 groupes armés continuent d’y opérer, principalement dans les provinces orientales. Une crise d’une telle ampleur et d’une telle durée relève avant tout de dynamiques internes et structurelles.

L’AFC/M23 est un mouvement congolais, composé de citoyens congolais, né de revendications politiques et sécuritaires internes. Cette réalité appelle une réponse politique et institutionnelle, relevant en premier lieu des autorités congolaises.

Par ailleurs, l’instabilité ne se limite pas aux zones frontalières avec le Rwanda. Des violences et tensions sécuritaires affectent plusieurs régions du pays, y compris à proximité de la capitale Kinshasa, illustrant les défis structurels de gouvernance et de sécurité.

M. Le Vice-Président,

La présence persistante des Forces démocratiques de libération du Rwanda (FDLR), constitue un facteur avéré et documenté d’instabilité régionale. Les FDLR sont composées en grande partie des anciens membres des ex-Forces Armées Rwandaises et de la milice Interahamwe responsables du génocide contre les Tutsis de 1994. Bien que soumises au régime de sanctions et à l’embargo sur les armes imposées par le Conseil de sécurité, ce groupe bénéficie d’un soutien du gouvernement de la RDC et a été intégré aux forces armées congolaises, en violation des résolutions pertinentes dans le cadre normatif du Conseil de sécurité sur cette question. 

La neutralisation du FDLR relève de la responsabilité première de la RDC, responsabilité reconnue par elle-même dans le processus de médiation de l’union Africaine, ainsi que le cadre de l’Accord de Washington.

La stabilité de la région des Grands Lacs exige une analyse lucide des causes profondes du conflit, et l’exercice plein des responsabilités nationales.
