Rwanda Highlights Inclusive Refugee Policy and National Resilience at UNHCR ExCom
Rwanda joined Member States in Geneva for the 76th Session of the UNHCR Executive Committee, where Minister of Emergency Management, Maj. Gen. (Rtd) Albert Murasira, led the Rwandan delegation in discussions on global refugee protection and assistance.
In his address, Minister Murasira presented Rwanda’s inclusive approach that integrates refugees into national systems for education, health, and livelihoods. He outlined the new Refugee Sustainable Graduation Strategy (2025–2030), which aims to enable half of all refugee households in Rwanda to achieve self-reliance by 2030. The Minister also reaffirmed Rwanda’s commitment to voluntary, safe, and dignified returns, while calling for strengthened international solidarity to ensure that no refugee or host community is left behind.
On the margins of the session, the Embassy of Rwanda in Switzerland and the Rwanda Diaspora Community in Switzerland co-hosted a networking event with Minister Murasira on 9 October. The discussion focused on the intersection of disaster management, climate resilience, and diaspora engagement in national development. Participants exchanged views on how the Rwandan diaspora can further contribute to strengthening national preparedness, enhancing innovation, and supporting inclusive growth.
The engagements also reinforced the key role of the Rwandan diaspora in national resilience and development. Through their skills, innovation, and advocacy, diaspora members remain essential partners in advancing Rwanda’s vision for sustainable recovery, effective disaster management, and inclusive growth.
