HRC62: Rwanda's Statement during the Interactive Dialogue on the High Commissioner's Annual Report

Mr. Vice President

  1. Rwanda welcomes the work of the Office of the High Commissioner for Human Rights to advance rights‑based responses across development, climate and digital governance, and to integrate human rights into economic and environmental policy and AI standards.

  2. Protracted conflicts, rising inequality and surging hate speech and disinformation are stretching the Office’s monitoring, protection and accountability capacity, risking gaps in early warning and support for victims. What concrete measures does the Office plan to sustain and scale these core functions?

  3. We reiterate that hate speech must be addressed and perpetrators held accountable, regardless of the platforms or tools they use.

  4. Sustained monitoring, protection and accountability can be strengthened through locally grounded solutions, a victim‑centred approach and constructive engagement with Member States, in order to deliver tangible human rights improvements on the ground.
