Mr. Vice President

1. Rwanda aligns itself with the statement delivered by Kenya on behalf of the African Group and thanks the Special Rapporteur for her report with valuable insights into the human rights implications of unilateral coercive measures. 

2. We take note of the report’s concerns regarding secondary and extraterritorial effects, which can impose significant costs on populations that have no role in the political disputes giving rise to such measures. For developing countries, these effects can extend beyond humanitarian consequences to trade, access to finance and technology, debt sustainability and the broader realization of the right to development.

3. Rwanda therefore encourages the Special Rapporteur to further develop differentiated, evidence-based assessments of these impacts, including in the context of developing countries.  

4. In conclusion, Mr Vice President, Rwanda maintains that multilateral cooperation and dialogue remain the most sustainable means of addressing differences while protecting human rights and preserving development gains.
