The Embassy does not issue this document. However, It rather legalized the one ( celibacy certificate ) issued by the Swiss  authorities  and those of the countries of accredidation  (Austria, Liechtenstein and Slovenia). After the  legalization by the Embassy, the document should be easily accepted in Rwanda.
